"Preserved in watery depths" is... not entirely an inaccurate description of what happened to those who ran afoul of Ai'tuoh's laws and were purged in the standing water, I think. When we went into their water to rescue our people, it lend to some sort of blank, bleak city, with a great many people lying on the ground as if asleep.
I don't know how long the ones we were unfamiliar with had been in there, but there were quite a lot of them- I suspect those kept captive in there had built up over quite some time...
