There is no such thing as a perfect world. There is no such thing as a completely happy one. If such a world existed it would be as much hell as any other. Despair is needed for there to be hope. They need to earn their happiness by rising from the mud.

I have seen the greatest Hope rise from the ashes of the greatest Despair, I know this well, this is definitely the right path to inspiring great Hope in everyone and saving them.

I know [It's going to be hard, it's going to be awful. But it is necessary. Reality was always painful. But just as Rat had pulled Shion out of the perfect city of No.6 he would drag everyone out of their dreams. To save their life. It was necessary and though his heart hurt at how happy they had been... false happiness meant nothing. A world without suffering, such a thing had to be fought for.]
